MEET OUR STAFF

Please take a moment to view the information about the police department staff that serves your community. We believe this serves as another way to introduce our staff to you if you are new to the area. Perhaps you already know many of these officers or volunteers. We hope this will provide a better understanding of the education, training, and committment that these officers and volunteers have to the police department and the community they serve.

 Chief of Police  JEFF T. CLARK

 

Chief Clark is a native of the Town of Newport and began his public safety career as a dispatcher with the Carteret County Sheriff's Office in 1987. Clark served as a volunteer fire fighter and EMT-D with the Newport Fire Department from 1985-1990 where he held the rank of Lieutenant and Captain. He graduated from Carteret Community College BLET in 1990 and began working for the City of Havelock as a Public Safety Officer. He was recognized by Craven County MADD as the Outstanding Officer of the Year in 1990. He rejoined the Carteret County Sheriff's Office in 1991 where he served as a dispatcher, patrol deputy, scuba diver, and SRO. He was later promoted to the rank of Sergeant where he supervised the SRO division, and the USAR Dive Team. While serving as SRO he worked as extended staff as a School Safety Professional with the NC Center for Prevention of School Violence helping to train other SRO's and conduct school safety site assessments throughout NC.                           
Chief Clark joined the Newport Police Department in 2001 as a Sergeant serving as the first SRO at Newport Middle School. While serving as SRO Clark assisted with the FFA Hunter Safety Team and served as a Hunter Safety Instructor with the NC Wildlife Resources Commission. Clark was promoted to Chief of Police in 2003.
Since serving as Chief he has moved the department forward with technology and equipment upgrades, increased professional training for officers, and has implemented several volunteer and community based programs. The Newport CERT and VIPS have received both state and national recognition.  

 Chief Clark has completed several Nationally Recognized Law Enforcement Management  Programs. He was in the 2002/2003 class of the Law Enforcement Executive Program (LEEP) at  the Institute of Government at UNC Chapel Hill, Developing Law Enforcement Managers at the  Institute of Police Technology and Management at the University of North Florida in 2002, and  was a member of the 10th session of the FBI Carolina Command College in 2007.  He has an  Advanced  Professional Law Enforcement Certificate from the NC Criminal Justice Training and  Standards  Commission, and has achieved over 4000 hours of Public Safety Training in the past  26 years.  Chief Clark has been a certified NC Law Enforcement Criminal Justice  Instructor  since 2002 and teaches in the BLET program at Carteret Community College.  He is  also an  instructor with the Federal Law Enforcement Training Center (FLETC) in the area of  Elder  Abuse. Chief Clark is also a certified NC Emergency Medical Technician.  

 

 Chief Clark was  appointed by Goernor Michael F. Easley in 2006 to the NC Commission on  Volunteerism and  Community Service.  He served as Eastern Team Leader while serving two  terms on the  commission.  Chief Clark has served on the Public Safety and Emergency Services  Committee  for the Eastern Regional Military Growth Task Force in 2009, and has served as past  Region 8  Director for the NC Association of Chief's of Police. 

 

 Chief Clark was recognized by the American Legion Post #46 as the Carteret County Law  Enforcement Officer of the Year for 2007. He was recognized by the North Carolina American  Legion as the Law Enforcement Officer of the Year for the State of North Carolina in 2009 and  was also recognized as the National Runner-Up for the American Legion National Law  Enforcement Officer of the Year in 2009.

 

CAPTAIN  KEITH LEWIS

 

Graduated from Carteret Community College BLET in 2000 and began working for the Carteret County Sheriff's Office. He began his career with NPD in 2006. He has served as both a Police Officer I & II, and Sergeant. He was promoted to Captain in 2013. Captain Lewis has also successfully completed a 220 hour Law Enforcement Management Institute at Coastal Plains Law Enforcement Training Center in 2011. Captain Lewis completed the 56th session of the FBI LEEDS Command Institute. Captain Lewis also has an Advanced Professional Law Enforcement Certificate from NC Criminal Justice Training & Standards Commission. In addition to serving as Captain, he also oversees all department Information and Technology Systems. He is responsible for coordinating all information sharing systems with local, state, and federal agencies. Captain Lewis also has direct supervision over all uniformed patrol, investigative, and volunteer staff members, and works directly with the Chief of Police on department administrative matters.

SERGEANT JAMES ALEXANDER

 

Graduated from Carteret Community College BLET program in 2008. He began his career as a Reserve Officer with NPD in March of 2008. He became a Full-time Officer in December of 2008 after retiring from the U.S. Marine Corps with 20 years of faithful service to our Country. Sergeant Alexander has an Intermediate Law Enforcement Certificate from NC Criminal Justice Training & Standards Commission. In addition to serving as Patrol Sergeant, he also serves as an Evidence Technician for the PD.

SERGEANT JUSTIN FERRELL

 

Graduated from Craven Community College BLET in 2007 and began his career with NPD at that time. He currently has an Intermediate Law Enforcement Certificate from NC Criminal Justice Training & Standards Commission. He was also certified by the NC Forensic Test for Alcohol Branch as a Drug Recognition Expert DRE in 2010. He has also been recognized by the Carteret County MADD for his outstanding DWI apprehension efforts in 2008, 2009, 2010, and 2011.

DETECTIVE MICHAEL ALBERTI

 

Detective Alberti has served as a law enforcement officer since 1981. He is a retired Sergeant with the New York City Police Department where he served as both a detective and patrol supervisor. He has also served as Chief of Security at Carteret General Hospital, Atlantic Beach Police Officer, and a Lieutenant with the Carteret County Sheriff's Office. NPD has 1 Detective that provides oversight on ALL patrol officer conducted criminal investigations. Detective Alberti is primarily responsible for investigating all Major Crimes, Drug Investigations, Gang Activity, Crime Scene Processing, as well as some misdemeanor crimes. Detective Alberti works closely with all local, state, and federal agencies to provide and gather criminal intelligence, which will assist NPD in the apprehension of offenders.  Detective Alberti is also serves as a Field Liasion Officer (FLO) for the NC Information Sharing and Analysis Center NCISAAC

POII TIM TUCKER

 

Officer Tucker graduated from Basic Law Enforcement Training at Craven Community College in 2008.  He began his law enforcement career with the Beaufort Police Department in 2008 and joined the Newport Police Department in August of 2014.  Officer Tucker has an Intermediate Law Enforcement Certificate from NC Criminal Justice Training and Standards Commission. 

POII BRIAN WILLIS

 

 

Officer Willis attended Basic Law Enforcement Training at Carteret Community College in 2011.  Officer Willis began his law enforcement career with the Beaufort Police Department and was awarded the Medal of Valor in 2014 for his actions in saving the life of a citizen who was the victim of a violent attack.  Officer Willis transferred to the Newport Police Department in 2015 and has served as a Police Officer I and II

 

 

POI Alan Buck

 

Officer Buck attended North Carolina State University, graduating with an Associate’s Degree in 2011.  He attended Basic Law Enforcement Training at Pitt County Community College in 2015 and began his law enforcement career with the Newport Police Department in June of 2016

POI Cody Moody

 

Officer Moody completed the Basic Law Enforcement Training program at Carteret Community College and began his law enforcement career with the Newport Police Department in June of 2016

PART TIME POLICE OFFICERS

 

The Newport Police Department currently has 6 Part Time Police Officers that perform various duties and support the Patrol Division as needed.

 

Officer GILBERT SLAUGHTER

Began as a Reserve Officer in 2005 after retiring from the Carteret County Sheriff's Office in 2004 with 26 years of service. Gilbert is also retired as Asst. Chief from the Cherry Point Fire Department, as well as a retired member of the Newport Volunteer Fire Department. Gilbert is a life long resident of Newport and also served the Town of Newport as Mayor from 1969-1977.

 

Officer LAMAR CROOM

Began as a Reserve Officer in 2009. Lamar has served as a law enforcement officer since 1981. 

 

Officer JAY JOHNSON

Began his his law enforcement career in 2010. Jay began his career with NPD in 2012.

 

Officer WILLIAM "BILLY" POLLOCK III

Billy has been with NPD since 2003.

 

Officer VERNON J. PARISH

Began his law enforcement career with the Beaufort Police Department in 2011.

Volunteers in Police Service

 

The Newport Police Department currently has 12 VIPS that perform a variety of volunteer duties for the PD and community. Our VIPS program started in 2005 and has remains a vital part of our operations. Please check out our VIPS page for more accomplishments.
